In "stay-on" bath & body or personal care applications, like lotions, we recommend 2% or less of fragrance oil by weight. In "wash-away" applications, such as soap, we recommend 3-4% fragrance oil by weight. 2% is equivalent to about 1/3 of an ounce per pound. And 3% is about half an ounce per pound.
